MPA Overview

The mission of the Master of Public Administration and Governance (MPA) program is to educate mid-career students in public administration in order to make them more competent professionals, able to work effectively in the context of a developing economy faced with increasing challenges of ongoing globalization and regionalization, thereby contributing towards the quality of governance in Suriname as a whole.
The overall learning objective of the program is to educate students in becoming professionals with the competencies to operate effectively and ethically with the public sector and become able operators in networks of actors.

Learning goals

• To become able to identify and understand the complex field of governance.
• To develop skills to reach out to other actors within and outside their own organization and country.
• To become capable to engage effectively in policy-relevant analysis and research in matters of governance.
• To become adept in managing and leading organizations in complex situations and handling ambiguity.
• To do all this in an ethical way.

Admission Requirements

Candidates are admitted on a competitive selection basis. In order to be eligible for admission to the MPA programme, applicants need to fulfill the following requirements:

• A bachelor’s degree or the equivalent of at least three years of study at a recognized university or institute of higher education;
• At least two years relevant professional experience;
• Admission required leveling courses;
• Proficiency in English.

E. Submit mandatory documents
A completed file in the online application system should be filled out, providing the following data:
1. Personal data
2. Educational record, including copies of certificates and academic transcripts
3. Explicit and individualized motivated choice of the programme
4. Employment record
5. Certified statement of proficiency in English by a recognized authority, if the candidate has not
successfully undertaken substantial education in English
6. Three letters of reference
7. A statement from present employer, when applicable.

All letters and documents must be submitted in English.

Program structure

This part-time MPA programme contains 72 ECTS and consists of 2 main blocks:

Block 1: Admission Required Leveling Courses:
• English
• Academic Skills
• ICT Skills

These courses serve to provide you with basic skills required for successful participation in the programme. Start/end dates: March – April 2018

Block 2: Programme Curriculum:
• Introduction: 1 course
• Foundation: 5 courses
• Core: 4 courses
• Focus: 5 courses
• Individual Study Project (ISP): 2 workshops

Program Curriculum

Provides basic concepts and theories of governance.

1. Fundamentals of the role and organization of the State
A historical and comparative perspective about the distinction between the scope of the state (the extent of functions that the state
carries out) and the institutional capacity of the state to effectively implement the functions that falls within the scope of its activities.

Provides basic knowledge necessary for understanding processes of governance.
1. Governance, State and Society Become familiar with fundamental
concepts and approaches on contemporary governance theory. Acquire competencies in the analysis of the relation of states to markets and how states are affected by globalization and policies of international financial institutions.
2. Governance and Law Focus on a regulatory approach to law and governance. The governance perspectives points to the importance of solid institutional design and culture. Learn about different regulatory approaches and external influences of domestic regulatory governance.
3. Economics for Governance The first part of the course deals with
microeconomic phenomena and the second part with macroeconomics
phenomena. Students are encouraged to reflect on theories critically and with hindsight of their experiences.
4. Politics and Policy Increase understanding of the concept of policy
and become familiar with ideas and theory about the inherently political
nature of bureaucracy. Acquire skills to apply these insights to cases of policies familiar to them.
5. Research Skills and Methods 1 Provides basic research skills which should be applied in the programme as well as in practice.
 Deepens the ‘understanding of governance’ by focusing on several major issues concerning current debates on development.
1. Public Management Deals with general concepts and phenomena of organizations and specific characteristics of public organizations
and the environment. Identifies key public management puzzles
in relation to the institutional and societal context and addresses
theoretical notions and comparative approaches to analyze these puzzles.
2. Fiscal Management The first part deals with the basics of financial
management and the second part with different techniques that can be applied in management control. Students will be asked to discuss use of these methods based on their experience.
3. Human Resource Management The first part discusses theoretical
background of strategic Human Resource Management. The
second part addresses several concrete themes. Students will be asked to reflect
on the usability of these mechanisms in the context of the public sector of a developing country.
4. Public Leadership Provides a historic overview of the theories and the role of leadership. It addresses specifics of public leadership, elaborates on the prominence of networks in governance structures and considers the challenges for realizing the positive attributes of networks through collaborative public leadership.
Provides more sophisticated knowledge of core areas of public sector activity.
1. Globalization Learn about globalization as a historical process currently driven by human innovation and technological progress. Debate the challenges of Government to benefit from opportunities and fence off negative effects of globalization by adapting institutions and embracing appropriate policies.
2. Sustainable Development Following general awareness of the interactions between the world economy, global society and the earth’s physical environment, students will learn about the basic objectives envisioned by sustainable development of a good society.
3. Human rights Provides a general introduction into the basics of human rights. Addresses human rights issues selected on the basis of relevance to public administration professionals. Evokes dialogue that leads to critical thinking and systemic analysis of the moral and
political implications of human rights.
4. Planning for Social and Economic Growth This course takes a holistic perspective on growth by addressing economic development and social progress, indicators for measuring and establishing the interrelationship and policy and planning implications of the Development agenda.
5. Research Skills and Methods 2 Provides basic research skills
which should be applied in the programme as well as in practice.
Learning objectives: to demonstrate the capacity to analyze a complex problem related to governance and to provide analytically sound, theoretically-informed and well-researched suggestions relevant for responding to the problem.
