The Master in Human Resource Management (MHRM) Program is organized and delivered in Suriname, by the School of Governance, Law and Humanities of the FHR Institute for Higher Education in cooperation with the Tilburg School of Social and Behavioral Sciences (TSB) of Tilburg University in the Netherlands.
It is common knowledge now that HR management is not so much managing employees only, but also about strategically aligning ambitions of employees with the strategic needs of the company, which results in a unique advantage to the company. Experience shows that if a firm is exposed to economic restructuring of society, its corporate strategic needs and goals will change and so will its HRM goals. Hence, integration of HRM processes in and alignment with corporate strategy will run through FHR’s new Master in Human Resource Management Program (MHRM). To this end, the research dimension of the Program provides for ‘data analysis’ to measure and guide the impact of HRM practices on corporate performance.
The Mission of the MHRM Program is to educate HR professionals and managers. They will contribute to institutional capacity building of their organizations and become highly competent professionals, able to work effectively in the context of a developing environment with increasing HR challenges. Since the 6th cohort started in 2022, the Program is conducted by FHR School of Governance, Law & Humanities in cooperation with Tilburg School of Social and Behavioral Sciences (TSB), of Tilburg University.
Internationally Accredited Education for Every Professional:
The Foundation courses are designed to provide students with an understanding of the basic HRM theories and principles and the ‘What and Where” of Human Resource Management.
The Core courses are designed to equip students to understand practical tools and the ‘How’ of Human Resource Management.
The Focus courses are designed to provide students with a thorough understanding and interpretation of HRM performance metrics. This translates to the ‘How much’ of Human Resource Management.
For students, it is important to know which internal and external drivers affect the HR practices of their organization.
The Thesis Trajectory is research-oriented and aims to train students to formulate clear research questions about the HR domain, to find scientifically valid sources and use them for research, to draw formulated conclusions, and to record this scientifically
In line with FHR’s vision to be a center of excellence in internationally and nationally accredited postgraduate education, a diverse group of midcareer professionals with various academic and professional backgrounds is admitted to our master’s programs in business administration, accounting, governance, humanities, and law. Each year, prospective students are offered the Graduate Leveling Program (GLP) to upgrade and enhance their foundational business, accounting, human resource, governance, and law knowledge and to prepare them for participation in the FHR master’s program of their choice.
The GLP is taught over a period of 3 to 6 months prior to admission to the master’s programs. There are on-site courses that are taught by certified teachers as well as online courses from certified educational institutions. Students are guided at all times by the Academic Leveling Courses Program Manager to ensure optimal results.
The Governance and Humanities Leveling Program is conducted by the FHR School of Governance, Law and Humanities and consists of six (6) courses in the areas of academic skills, English, statistics, and law. Eligibility for the Public Administration and Human Resource master’s Programs can be obtained by successful completion of these leveling courses.
The academic skills, statistics, and law courses are taught on-site by certified teachers. The English course is conducted online in cooperation with ‘Hogeschooltaal’.

Academic skills | The academic skills course lies at the basis of each Master program. The necessary skills needed, are categorized as critical thinking and practical reasoning; complex problem solving; oral and written communication skills; interpersonal and team skills. These skills focus on the development and improvement of students’ basic research skills, professional knowledge, self-regulation skills and effective working practices. |
English Proficiency | The English course improves the basic English grammar, spelling and writing skills that students need. The theory, exercises and tests are based on the Hogeschooltaal B2 and C1 level. |
Local HR Legal Framework | This course is an introduction to HR Legal Frameworks in a Surinamese context. HR Legal frameworks comprise a set of documents that include the constitution, legislation, regulations, and contracts. The purpose of these laws is managing employee’s attitude and behavior so that the employee’s contributions can be influenced for enhanced organizational performance. |
Introduction to Statistics | This course provides an introduction to statistics using SPSS. It emphasizes the importance of data and analytical methods in addressing quantitative research questions. The primary focus is on formulating and testing hypotheses. Students will learn how to utilize SPSS for data analysis. During this course, students will learn various hypothesis-testing methods, advantages and disadvantages, and applicability to different types of research questions. |

Labor Relations officer
Every organization has to abide by local and international labor law. Labor relations officers make sure organizations do just that. They use their expertise in labor law and labor issues to ensure compliance with legal mandates and avoid labor-related lawsuits and other labor-related problems. For organizations using union labor, labor relations officers are typically the liaison between the organization and the union.
Training and Development officer
Many organizations invest in training and development and it’s the role of the training and development officer to manage everything from new employee orientations to training programs for employees of all levels and positions. Typically, training and development officers work closely with management to determine what skills need improving and then seek out appropriate tutors and/or programs.
Human Resource Manager
An HR manager is skilled and knowledgeable in all facets of human resource management. In small and mid-size companies, they typically run the HR department and advise upper management on HR strategies that can help meet strategic goals. In large organizations, an HR manager may function under a corporate HR director. In these situations, HR managers oversee a specific HR department, like recruiting, training, or compensation and benefits.

The Master in Human Resource Management (MHRM) Program is organized and delivered in Suriname, by the School of Governance, Law and Humanities of the FHR Institute for Higher Education in cooperation with the Tilburg School of Social and Behavioral Sciences (TSB) of Tilburg University in the Netherlands. The Program is set up against the explicit and widely acknowledged need in Suriname to develop and enhance institutional capacity. This Program meets international standards in terms of its content, faculty, and facilities.
Over the past years, the Program curriculum has been revised to address topical mega trends, concerns, societal trends, and corresponding professional requirements. The mission of the Program is to educate HR professionals and managers. They contribute to institutional capacity building and of their organizations to become highly competent professionals, able to work effectively in the context of a developing environment with increasing HR challenges.
The mode of delivery of the Program has also improved continuously to enhance the internal consistency and to ensure a common level of relevant prior knowledge and skills of students.

Target population
The MHRM Program consists of students with a higher education (bachelor or master) degree and currently on the job. The Program is designed for HR managers and young professionals in the private and the public sector as well as Not-for-Profit Organizations (NGO’s) in Suriname.
Mode of Delivery
Program Structure
This part-time MHRM program consists of 70 ECTS and is lectured over approximately 30 months. Courses are characterized as Foundation-, Core- and Focus courses. Students start with the Foundation courses, which emphasize solid knowledge of the history and theories of HRM: HR Performance Management; Learning & Development; Foundations of HR Decisions; and Change Management. The Core courses relate most closely to the understanding of the strategic development of staff in organizations: Work design, well-being and performance; HR Analytics & Technology; Leadership in Organizations; and Workshop Maturity Scan. Finally, the Focus courses refer to courses that cover the transformation of the HR function and offer space for limited broadening of the course, while also preparing students for the Thesis trajectory by deepening their knowledge of issues specific to the knowledge domain of Human Resource Management.

The admission required leveling courses start in TBD and the admission fee of € 300 is due by that date.
Program tuition Fee
The tuition fee amounts to € 10.000 (including costs of textbooks and other study material).

50% to be paid six months after the program has started
